started these street sweeping campaigns in the city. she started with kids. they had an exhibition at city hall. city officials heard about her efforts and they invited her to this facility. we thought it would coincide with our efforts to get folks to recycle, it is a great educational tool. since then, we have had 95 professional artists come through. >> how has the program changed over the years? how has the program -- what can the public has an artist engage with? >> for the most part, we worked with metal and wood, what you would expect from a program like ours. over the years, we tried to include artists and all types of mediums. conceptual artists, at installation, photographers, videographers. >> that has really expanded the program out. it is becoming so dynamic right now with your vision of interesting artists in gauging here. why would an artist when to come here? >> mainly, access to the materials. we also give them a lot of support. when they start, it is an empty studio. they go out to the public area and -- we call it the big store. they go out shopping, take the materials t

coordination program, it was intended to, one, coordinate with city agencies, community based organizations, and developers to provide an analysis of soma housing stock, plan development and potential displacement, and two, to facilitate and provide leadership development and education to low-income residents regarding housing and development issues. most staff and the cac reviewed the proposals and is recommending $100,000 to fund the agency neighborhood design proposal to provide analysis and communication and leadership development services and $60,000 to partially fund the veterans equity center proposal to provide leadership development training. both over a two-year period starting in january 2013. the neighborhood and business coordination program was intended to develop and implement a program that connects soma residents, community-based organizations and small businesses located in the neighborhood to create employment opportunities and other connections to achieve neighborhood cohesion. we did receive proposals on this program area, but the committee and staff decided not to reco

that their intention is to come to the city on a one-time basis but this is only funding source for half a year. and so hypothetically in the year -- the school district would have to pay for an annualized expense ongoing, year after year. so i think that we don't have an answer from the school district about what their intentions are. nor do we have really the answer from the san francisco unified school district about how they prioritize this in light of some of the other budget priorities that they may have. so i think we would benefit from having a continuance, but i do think these are very important questions to ask before we make this decision. so again i want to thank supervisor kim for the continuance. i do think that the cause is a worthy one. i think having credits that kids can catch up on is a good thing to have kids be able to graduate from our school district. but i think it matters about how the school district intends to prioritize this in their own budget. i think it matters about how they intend to continue supporting this in the long run. thank you. >> president chiu: supervisor elsb

berkeley and served our city for 18 years. most recently he covered the beat in my district in north beach where he worked closely with our district residents and community members to ensure public safety in our neighborhoods. among his colleagues, as anyone who interacted with him would know he was known as a very friendly face, voice and protector of our community. i want to recognize officer welsh for his work in protecting our residents and express deep condolences to his family, particularly his children. he will be remember by colleagues and community or his service. i also want to recognize the passing of a friend and a fellow public servant, teresa burke. for the last decade she served as an analyst at the public utilities commission in addition to her work on complicated legislation she was greatly respected by her colleagues for her work advocating consumer interest in securing grant opportunities for new initiatives and serving as the departmental liaison on climate change before her work at the puc. she served as an analyst for the department of public works. i knew teresa not

is of course the need for the city to build more affordable multi-unit housing for families and that this is not necessarily an area that our city needs to prioritize. however, i just want to echo my colleagues in saying that i really actually appreciate supervisor wiener's office, working with many of our housing advocates around this issue, to cross the compromise that is coming before us to allow this building -- to go through but to cap the production of these microunits to 375 units. for that reason i will be voting to support this today. but i still wanted to reiterate the concerns that i had shared several months ago on terms of what this policy may mean. first of all i really do hope that if these units do go forward that they're tried out in other naikdz neighborhoods. soma is already experiencing incredible density and is really struggling to meet that density with infrastructure, whether it is transit and open space. and i think that it'sá ás÷ realy important that as we experiment or pilot this program, that we really study what the impact to those neighborhood

worked for 21 years, here in the city. and all of my work has been the employee assistance program, the eap. we are a counseling center for employees and their families and significant others. we see people for any personal or work-related issue. that gets in the way of their personal or work-related lives. we offer brief solution-focused therapy medation service and critical debriefing and customized workshops and trainings throughout city departments. the eap, for the city like all of the eap ss a behavior risk management agency. and our mandate here is to provide services to city county employees at all levels. work teams, managers, and etc.. and so, not every day, and not every week, but, pretty regularly, we see city employees who are victims of domestic violence. >> it does not just remain at home it comes to work. they know where the victim is eight hours a day and often send threatening and abusive e-mails, fax and phone calls to the victims during the workday. they also would... they may repeatedly buzz by the workplace, and even enter the workplace putting all employees a

but there are so many intangibles that the school district provides us as a city that cannot be counted in any way. >> president chiu: supervisor kim. >> supervisor kim: i'll try to keep my comments brief. i want to say i find this conversation incredibly exciting and i'm glad we as a board are talking about what it needs to have a true city-school partnership. i think it's important for us as a city to have a discussion about what it costs to run schools. i had the opportunity to sit on the first citizens advisory committee when prop h was created in march of 2004. you know, we fully funded prop h as the voters had asked us in its first three years that we've released funds to the school district. unfortunately in the last five years we have pulled the trigger which allows us to cut what we give to the district by 25%. over the last five years that means the city has reduced what the voters have asked us to give to the schools by 74 million. you know, when the city economy is weak, that is what the trigger was put in for. there's clearly a reason as to why the city had to reduce this -- for the s

entirety of the city, which is what's happening here. you have one neighborhood that -- where this issue has come up, and now you have legislation that it passed, would it impact the entire city. and let me say that i certainly don't take the concerns that have been identified by supervisor wiener lightly. i understand that there are many people who reside in the castro, who reside in district 8, that have, you know, a very serious concerns about what's happening. and the question is not the issue of how serious this is, but simply what the best approach to addressing the situation is. and that's what it has come down to for me. and let me say that the main concern that i have, with respect to this legislation, is an issue of priorities. as a city, in terms of we, as a body, on the board of supervisors, thinking about the legislative actions that are needed and the things that we need to prioritize as a legislative body, for me, i question whether or not this rises to the level that it should be a priority. not that it's not an important issue, but let's just take the example

. this legislation and the issue generally has generated significant and intense debate community, and in the city as a whole. i don't pretend that there's unanimity around this legislation. there are strong views, legitimate strong views on both sides. but i do believe that the legislation has strong support in the community. and i'm not just talking about support from newspapers like the bay area reporter and the chronicle or community leaders like cleve jones or neighborhood groups. i'm talking about everyday citizens who live work and lead their lives in this wonderful neighborhood. some have suggested this legislation resulted from straight people somehow invading the castro or people in noe valley objecting to nudity in the castro or more people raising children or local business owners. that is not the case and very few castro businesses have been vocal about this. i say this as a gay man who was drawn to the castro in the 1990's because of its status as a gay mecca and safe space. i found some of the rhetoric around this issue to be offensive and demonization of gay people and gay and stra

h so we could ask the city to spend a morgs of our tax dollars to enrich our public schools. i know as a policy set asides are a controversial issue and agree they tie hands of legislators and city officials in how to prioritize budgetary dollars but we heard affirmative support from voters saying they of those dollars will go into our public schools, starting at 10 million and going up to 60 million. as a school board member i try to visit all of our schools and i visit schools almost once a week during the school year. and i can't tell you what an incredible impact proposition h has made in our schools. you actually see libraries in elementary schools, that hadn't been open in years, they didn't have librarians to put books in their proper order. you started seeing art classes being brought back to middle schools and sports and pe brought back to high schools that had formerly been cut. we were able to fund more counselors and many other things. i think this fund is incredibly important. but as you know over the last five years the city has also experienceexperienced deficits. bec
